if you have in hand photos rather than True View its better. TV photos alter what we are seeing. they are glamour shots and almost always not what the coin actually looks like. they tend to alter color and surfaces.
whoever handled this coin at PCGS is out of their mind. I went over every MM of this coin using the TV shots as well as the in-hand slab shot and cannot find the spot. maybe its on the reverse. . They were having a bad day. I will add a disclaimer to this that it may have have occurred but we would need better cropped in-hand shots of both sides to see the actual coin.
the color on the TV photos does not match the slab you are displaying. this is a testament to my comment above. if I was grading with only those I would say this is MS67. using the slab but only seeing one side i'll go with the MS66. keep in mind high end examples of this year are fairly common
lets see those in-hand photos to determine if this coin should be resubbed or cracked out.
