Is that acually some kind of substance that dried on the surface then cracked when it dried? Give a soak in acetone to find out.

Well I got the Topic title changed to "Quarter" instead of "Penny". I just switched over to looking at some pennies right before I posted this so I had Penny on my brain which is getting old.

Marve65 - I did do a good warm water wash on this coin thinking the same as you so I think the lamination issues are legit.

Could be some sort of lam. maybe a stain?

I'll go back and edit your text above and change penny to quarter..

(funny, even your image file names state 'penny' as well )

Looks to be a planchet issue--perhaps a form of 'surficial exfoliation'. Before running down that rabbit hole, suggest giving the quarter a good soak in 100% acetone. If it's a dried glue-like crud, acetone may reduce or eliminate it.

I did the acetone soak overnight and it had no effect on the areas in the two detailed photos so still up in the air on this one.
