So there is something weird going on with the "B" and I'm not sure what to call it. I tried to get photos from different angles.

That would be a die chip--also known as a 'broken post' since it occurs within a 'closed' number or letter.

No not rare, But we don't see them all that often on quarters, but on cent coins, we see tons of them.
