Got this yesterday with my change and was wondering if it is some kind
of pre/post error or damage.

Looks like some substance on the surface of the coin, not a huge die chip.
Not an error.
Damaged coin.
"Dipping" is not considered cleaning...

If it is raised, then it is some sort of damage. Possibly something adhered to it.
No way that could happen when the coin was struck.

It's a strike trough error. Some foreign material got between the die and planchet before striking.

How could something fall off if it's indented? Unless, it WAS raised and whatever the blob was then fell off leaving it indented..

The part that fell off in this case, is the object that caused the indent in the coin.

Those pic's fooled me too 1st time around. Good job Rub clearing that up.

It's definitely an interesting strike through error. The shape is odd for grease or compacted fill, but I have no idea what else the object could possibly be.
