@bobo, I can't help with the counterstamp, but I agree with you that the underlying coin appears to be Byzantine. One thing which kinda threw me off at first is that the reverse appears to be doublestruck, which makes the cross all wonky. It looks to me like a good fit for a Nicephorus III Follis, similar to this one on acsearch:
