Unfortunately, it's Machine Doubling. Don't give up though. There's good coins waiting to be found.

The reason I thought it was dd was because the doubling seemed to be consistent on the right sides of the letter as the right side of the memorial and also the S at the top. Is Machine Doubling often consistent like that?

If you look at the pics Marve put up, they will typically fall in line with those basic features, regardless of the type of MD it is. MD usually cuts off the original size of the device, which is the thing you need to look for. It's a bit aggravating, but if you give it time you will catch on.
