To be fair, it has had many centuries to be cleaned and likely has been cleaned several times. If they were in the ground, the devices might not have been recognizable without cleaning. Ancients such as these might have been utilized in commerce many, many, many years & we're lucky to be seeing it in as good shape as it is.

However, if you bought them unseen and going on the Fine descriptor, I can see why you might be disappointed. Then again, for the reasons stated above, it is in pretty good shape. Are you looking to return it to the seller? I was going to check their online store but Firefox stopped me from doing so: along with the Norton plug-in, the website is listed as an unsafe "fake e-store "Hackers create fake online stores to look like a real store, so they can try to steal your personal info or Money." Their bold text. I didn't go beyond that so I don't know what else appears on the site.

Your Gallienus antoninianus has very little silver, maybe only around 5%. This was a time of great debasement of the coinage, ultimately leading to bronze coins with a mere "silver" wash. Your coin is more properly referred to as billon, which is a mix of silver with base metals, usually comprised mostly of copper. They are often porous looking, as the base metals frequently leach out of the coin.

When you buy coins from sellers like this, you are typically buying junk coins. These types of "uncleaned" coins have been sorted by several people, who have picked out any decent coins and what this guy sells will typically never clean up. Junk in junk out.

Uncleaned is often a euphemism for junk
