Counterfeit. Compare this one to a genuine coin and it becomes obvious.

For starters, the US Mint did not produce a flowing hair dollar in 1796. Only draped bust dollars like the one found in the ebay link that EV posted above.

There are no genuine 1796 Flowing Hair Dollars .
Limited to 1794 and the first half of 1795.
Two year type coin .
