2007 D Washington State Quarter Is The "G" "O" "N" DDO Or PMD Error

I found a 2007 D Washington State Quarter that was painted. However, what caught my eye was the letters "G T O N". They looked doubled. Both of the letters G O N are raised.

Any information would be helpful. I am trying to learn and hope you can give me some insight.

I took these pictures with my phone. Sorry, if they are not so clear.

I think the doubling you're seeing is maybe from the paint.

For sure the paint is causing that in the evergreen state area. What throw me was the letters, GON the top GON is silver and raised. While the second GON is black and raised too. The pictures don't really capture the other letters in Washington. They all have the second letter under them in black and and are raised too but look more layer underneath the top letter which is silver

That just looks like some heavy Machine Doubling on those letters
