I'm not sure how this error occurred. Was this coin struck out-of-collar or was the collar broken?
Which TPG would best be able to certify this coin with multiple major errors - PCGS, NGC, or ANACS?

Agree with Bobby, looks like someone made a dough cutter wheel out of a penny. Def not a mint error.

I do think it is a cool piece of history and improvisation, for the right price, I'd buy it.

This is an interesting piece. Neither of the holes, our directly in the center of the coin, though.
It kind of reminds me of flat buttons, from that period, I found metal detecting.
If it was a button, I don't know why it would be carved so ornately around the rim.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
