It appears to have been struck on a blank, rather than a planchet.
Error coin writer and researcher.

Thanks Mike, the edge does appear to still be sheared, just stretched out quite a bit. Do you think that is why it is broadstruck? The type I planchet not fitting in the collar and the collar being pushed out of the way when struck? Thank you!
