1864 Cn 1c Old ANACS MS-63 And I'm Stumped!

Hello Everyone... I saw this in auction and had to buy it; and I can't figure-out the Why of the coin, but I know the How:
The obverse die was treated with acid (and this you can see to varying degrees on other 64CNs), then lapped. The radial luster is intense but flat, resembling a Matte Proof surface. The reverse die was also lapped, giving it a luminous, Specimen-type of finish, not quite PL but it looks that way. There are no polishing lines to be seen as expected from lapped dies. One would think that these are "new" dies, but the obverse has rim Cuds at around 9:00, and the reverse has two close rim-to-wreath breaks at about 8:30: the top one travels northeast, the bottom southeast. I think the breaks are related... The reverse rim shows evidence that two strikes happened (as opposed to being visually double-struck). There are a handful of long tooling lines from the curl above the ear downward. They resemble fresh scratches, but are in the die. What do you think about it?

Cool lookin' coin! Might those lines be clash marks from a different denomination, reverse shield, perhaps?

ExoGuy: They are tooling/filing lines, and are too random to match with anything. Mine has the lines being less prominent; however there are two decent-sized rim Cuds on the obverse that aren't mentioned anywhere. The reverse has a few of the mentioned diebreaks, and has a mirrored surface. The obverse looks fresh-as-a-daisy, has surface luster best describes as looking like a Specimen strike, but with the Cuds... ?
