Someone started to punch a hole in that coin, then stopped.

Or, they might have succeeded, and then someone else filled the hole with solder. It's hard to tell.

Work it over with a torch - maybe you can get the solder to drip out. You have nothing to lose with this coin anyway.

A blowtorch could cause discoloration. Touching the plug with a hot soldering iron seems like a safer approach for the coin.

I thought it might of be some weird kind of Cud, but the whole can't happen during minting.

In the second pic there is more solder directly opposite. This coin was likely part of a jewelry item.
"Dipping" is not considered cleaning...
