PCI is a second-level TPG; their grades are not widely considered accurate. From the research I did to answer your question, a good deal to buy that coin would be something around $80. A good deal to sell it would be about $135 - that's what the last PCI-slabbed MS64 1891 went for on ebay.

Remember, buy the coin, not the slab. It's likely that the coin in question wouldn't make MS64 from NGC or PCGS. It may not even be MS.

I agree with SuperDave and wouldn't take the PCI grade at face value. I'd need to see the coin or large, clear images at least to make a grade determination.
