Can anyone help me with this blue rare quarter? Is it worth anything or does anyone know why it's blue on Obverse and Black on Reverse? Any advice would be greatly appreciated!

Looks like has been painted blue at one time and the paint is peeling off.
Certainly not rare and is considered damage. There is no way it left the mint looking like that.

Probably painted for use for a complimentary game at a game room.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Your photos show only the reverse, but we don't need any additional evidence to say this is post-mint damage.
