found this one with hardly any circulation marks but a very rough appearence.
Is this an over polished die and a Greaser or random PMD.

Well, it's definitely an extremely late die state. Those fields and devices are melting like wax. The coin might be a Greaser on top of that, or have some kind of post-mint surface modification like buffing. Is it super shiny?

I would lean towards extreme Die Deterioration, myself.

Looks to me like originally it was struck on extremely worn dies then has heavy circulation wear on top of that.........

It maybe a scarce weak strike coin.

Since it hasn't been through circulation for long.
