I do not see anything else on the full coin shot to suggest a clash but still not 100% sure that it is not a clash. I do not feel it is a doubled ear though. It is a zinc cent with copper plating, and they are known for having issues between the zinc and plating that this could also be. I have pointed out the areas that I see that lead me to lean towards a rotated die clash. Here is a link for you to peruse about clashes.
