That is in fact an Austrian 2 Heller from 1903. These were made in the last decade of the 19th century and the first of the 20th. While these are very nice looking coins, they had enormous mintages and are not of that great of value.

Austria 2 Heller, KM 2801. Worth about $3 in XF.

Austrian money was not only Austria, but also present day Hungary and Czechoslovakia and some parts of Poland and Yugoslavia, so a large area needs many coins.

Well, the "Hungarian half" of the Austro-Hungarian Empire had it's own money at the time, but yes, "Austria" back then was bigger than the Austria of today.
