Quote: Does the mint have someone that knows what collectors are looking for to advise them on design?
I don't believe so.
Quote: How about those little bumps on the edges of the proof Sacagawea? What purpose do they serve?
By bumps I assume you are talking about the three raised ridges equally spaced around the circumference of the coin. Those are the joints where the three edge dies come together.
Quote: What exactly was the rationale of making edge lettering?
There were two reasons. One was to remove inscriptions from the faces of the coins so the devices could be made larger. It was thought that the designers could make a more attractive design if if could be larger. The second reason was to interest collectors, the thought being that they would like it because it was different and since it hadn't been done for widely circulating coins since 1836. Frankly putting the date on the edge wasn't a problem since the year can be told from the design, but the mintmark should have been left on the face.
