You gotta pay attention to what the eagle has is his talons. It's an Austria 2 Heller KM 2801. With over 74 million minted this one is only worth $2 in UNC.

Another way is to count the heads. The German and Polish eagles have just one head. The Austrian and Russian eagles have two. Yours has two.
