This is supposed to be HU-PEH PROVINCE Y# 131, Circa 1909-1911, 27 grams and .900 Silver. Either this is a rare mis-strike or a good copy with a mistake in spelling. My guess is that this is a copy.
echizento, I thought the same thing, but the reverse characters are different from Y#131. Nonetheless, if it is real, it should weigh 27 grams. If it weighs 27 grams, then this may be an unlisted type.
G'day, "He-Peh" is not, apparently, a recognized Wade-Giles spelling. After 1949, the Wade-Giles system was replaced by Pinyin, so far as the PRC is concerned. He-Peh is most likely Hebei, a northern province. It might be Hubei, a central province, which lies on the Yangtze River (Chang Jiang). It will be interesting to discover the weight ... Peter in Oz
