G'day, this looks a lot like commemorative medallions I've seen in China. Correct me if I'm wrong, but these dragons appear to be four-toed. Four-toed dragons are usually Korean. Can't help with much else, sorry. Peter
haha PeterThomas is being way too detailed. What he is talking about are old Chinese/Korean/Japanese coins that all had the same dragon design but different toes.
What you have is a zodiac medallion, which is given to people who are born in the year of that zodiac animal. You have a dragon year one, so you or someone who had the coin was born in 1964, 1976, 1988, 2000 etc etc..
These are normally brass with a thin gold plating and are plentiful in China for around 15RMB/2USD. It also says it's manufactured by the China Minting Company, which is just a private mint.
