G'day, this looks a lot like commemorative medallions I've seen in China.
Correct me if I'm wrong, but these dragons appear to be four-toed.
Four-toed dragons are usually Korean.
Can't help with much else, sorry.

Belive that they were given to my Mother froma chines lady who was quite hight up in the government?

haha PeterThomas is being way too detailed. What he is talking about are old Chinese/Korean/Japanese coins that all had the same dragon design but different toes.

What you have is a zodiac medallion, which is given to people who are born in the year of that zodiac animal. You have a dragon year one, so you or someone who had the coin was born in 1964, 1976, 1988, 2000 etc etc..

These are normally brass with a thin gold plating and are plentiful in China for around 15RMB/2USD. It also says it's manufactured by the China Minting Company, which is just a private mint.
