In the front of the book there is a table for UNC and proof sets. There were no UNC sets issued in 1983 (only special mint sets that you had to go to the mint to get), which explains the price. Remember! Our circulating finds from the 80s are usually at best XF, so if you have a true MS specimen, hats off to you.
As for the disparity between P and D mint prices, I'm at odds, too.
Also for the 1986D, there was a drop of
50k500k of the sold sets, so I guess that's why high quality pieces are so expensive.
