Are all partial collar's also misaligned? I've found two Jefferson nickel partial collars and both seem to also be misaligned. Would these bee double errors or simply just partial collars. One of the partial collars is so misaligned that some of the lettering is half gone.

Many Partial collar error coins can look slightly misaligned or off-center. Sometimes the collar jams in a tilted position giving the off center look, usually to the obverse of the coin.

Sometimes the collar will be level but partially engaged. It does not surround the entire planchet properly and when the coin is struck it can look like a broadstrike on the obverse with a centered reverse. (assuming that the reverse die is the anvil die in that scenario). If you look at the coin as a whole, the obverse will be slightly larger in diameter than the reverse and the edge will have a "flanged" appearance that effects the entire circumference of the coin.
