It belongs to the Spanish "predecimal" system. In Spain, and for that matter in the Spanish colonies, there were 34 maravedis to the real, and 16 reales to the escudo. This coin therefore has a face value of 1/34 of a Spanish dollar, or the equivalent of about 3 cents.
