Can anyone tell me what is going on with this penny I just found? Also, I'd like to know if defective coins like this are of any value?

It has spent some time on a grinding wheel, then they (the person that ground it down) tried to polish out the grinding marks but was unable to get them all out!

Defiantly machined in some way. A lot of people do this to make a Magicians coin or other type of double sided coin

I would say it was ground down until whatever was holding it lost it's grip and the work was haulted. See damage on the reverse.
