Can anyone explain how this dime came to have these 3 bumps?

It didn't come from the mint that way. Post mint damage.

It was heated and trapped gas between the outer layers and the inner core expanded causing bubbles.

It looks like it might have been in a fire. Dimes, quarters, and half dollars are composed of two outer layers of cupronickel with an inner core of pure copper. Intense heat will cause these layers to internally separate and the surface of the coin can bubble and warp.

I agree with the "fire or extreme heat" theory. I have a quarter that shows the same symptoms
and is very darkened.
