From the images it looks like a solid VF. If you could take it out of the flip we might even see VF30 details. Your grade of 20 would seem a touch conservative.

Has this coin been cleaned?

From what I can make out from the pictures I would grade it VF-25.

It also looks like the reverse has been cleaned.

or, is it just the plastic on the flip?

I would agree with your grade of VF-20. Maybe it's just the picture though. Hard to see the details in it. VF-25 maybe.
