This appears to be a case of severe Die Deterioration. Notice how the letters are not enlarged, just narrrower as the die wears down.

Some Die Deterioration and some Machine Doubling. These things do happen on proof coins.

Look at the W and E there sizes are compromised by the Machine Doubling. The letters are actually damaged.
