Where do you purchase a used 7070 album. I hear a lot of times some coins are included with the album.

You need to look around and maybe get a bit lucky.
I happened to be out looking for a 7070 last week. I wandered into an antique mall that had two coin dealers.
One of them had a "used" book.
He didn't want to dump out the coins, so I got a great deal.(he was charging me melt value of the silver)
Just try to be at the right place at the right time for the coins, the album is probably the easy part.
