The coin wasn't originally made in this shape - it has been broken, either back in ancient times, or while it was buried, or as it was being dug up.
As for it's identity, I think it's from Obulco, a city in what is now Spain during the early Roman period. The letters "OB" to the right of the portrait are part of the city name. When it was whole, your coin might have looked something like this coin on the Fitzwilliam database.
