I'd grade the 1861 at F-15 for detail. The big rim bump is a significant problem that will lower the value. The 1863 should go VF-25 and has good rims. Both coins appear to have slightly granular surfaces and an odd color which suggest environmental damage to me.
If the coins were original, undamaged pieces with nice surfaces the $20 total would have been a great deal. They were probably priced fairly given the imperfections.
