The coin pictured could not be a proof first of all because it has the S mint mark. The proof for the 1942 silver TY 2 coin has a P mint mark.
Don't feel bad, I bought one and had asked what other thought, whether it was a proof or not.
A general rule, is that to identify a real proof coin,
( those less obvious before cameo proofs were easily found and commonly found in recent years )
is that identification is in the smooth surface and sharpness of the lettering and sharpness of the design and details.
A "proof like" coin could be similar in appearance, but under magnification some evidence of it being a business strike will probably be somewhat easily detected.
I suggest you get a hold of a 1959 - 1964 era proof set and examine the coins inside and study the quality.
