I finally got my scanner to work and feel that taking photos with my camera didn't allow for proper grading. Here is an 1899 Indian Chief Note and was wondering what it would grade. Does the Series 1899 mean it was printed in this year?

The coloring on the obverse is good. The rips along the borders and the one on the bottom center of the not bring down the grade / value significantly. I can't see if there are any pinholes. From what I can see, I would grade this note as Fine. As for your series 1899 question, the 1899 series was printed into the 1920s. A good way to get a ballpark year your bill was printed is by looking at the signature combinations. Your note was printed anywhere from 4-7-1898 to 6-30-1905.
