coin has other issues too, but the barely visable "5" is much larger than the "9" before it and so on.

Yes, the digit is growing larger. To be precise, the original digit is being replaced by a larger facsimilie. I've written two articles on these grease-struck 1995 cents. Some coins show a partial replacement of the original digit and others a full replacement. The mechanism responsible is obscure, although I've made a few feeble guesses.
