I found this while roll hunting. I have no clue what it is, the lettering is really mushy, and it seems to have a raised rim. I was wondering if someone knew what this is, and if there is any possible value.

Someone scraped it across a rough surface and eroded the copper plating. The silver color is the coin"s zinc core showing through.
