See attached photo. All three coins seem to have this dust or debris
inside the case. What to do? Never really liked this set, I believe its 40% silver. Do these capsules open or is it just junk silver at this point.

Yes, they do open quite easily!

I opened mine and put the three coins into their respective Dansco albums.

Open them and blow off the holders with some spray duster to prevent scratches.
