Does anyone know of a good reference to help me tell the difference between the error and non-error?

The normal 1999 $5 gold bullion coins were minted at West Point but they do not have the W mint mark. Proofs that were minted at West Point did have the W mint mark. Any coin that does not have the DCAM proof appearance but does have the W mint mark will be the coin that was struck with unfinished proof dies.
