So can a coin made with a worn die still receive a High grade (MS+)or will it just grade in the xf/au range.

A coin struck with worn dies that has not circulated is still Mint State by definition. Die wear will never drop a coin below MS60, only circulation wear can do that. Die wear will keep a coin out of the gem grades(MS-65+) though.

I agree, Uncirculated is Uncirculated and nothing done at the mint can change that. The worn down dies will keep the coin from high grades like mentioned above but die wear has no bearing on whether the coin is uncirculated or not
