Just looked at some coins for a friend, she had a 1999 proof set in large coins in blue velvet holder weighing an oz or more each, forgot the exact weight per coin. She got them from her mother and looks like mostly tv coins painted liberty's and English coins etc in the collection. The certificate on this oversize proof said only 300 sets made.

Can any one shed light on this set?

Thanks Steve

It is not a US Mint product, just some fancy bullion produced by a marketing company. Depending on how well the quarter reproductions are done, they might have a bit of a premium over spot but the set would be worth at least 5oz at spot. COAs and "limited mintages" on stuff like this makes no value difference at all.
