This is 10 baisa from the sultanate of Muscat and Oman KM#38. Year AH1390 (1970)

That star-shaped crossed-swords-and-bent-dagger symbol is very distinctively from Oman; it's on all their coins and banknotes. 10 baiza, AH 1390 (= 1970). Up until 1970, the country was called "Muscat & Oman" and you'll find this coin listed there (under "M") in the Krauses.

My 2006 Krause std world coin catalog hasnt arrived yet, ordered from New York and out of stock and even the used catalogs are also out. I focused on the 2006 as youve mentioned and it's the year that's the only one out of stock, must be a pretty good year.
