I received a 1999 quarter, November, that looks identical in appearance to my regular circulated coin, except that it looks like a silver coin. It does not respond to my magnet either. Is it possible? I cannot find any information related to such a coin. Please set me straight.

A friend says it may have come from some undocumented mint set. Possible? Or is it a chucky cheese knock off?
Here is another photo to show the colour difference.

Thank you very much. Hard to believe I got this coin in my change from the post office yesterday. A bit worn, but definitely a keeper.
