No it is not pen. I think it is a marker for centering the sheet because the I position should be middle colum third one down. As far as value more than 100 yes. How much more is a good question that depends on if you can sell the almost radar. Condition isn't too bad. Probably around fine I would say.

I think some people would pay more for an almost radar. I would.

I don't think there is an almost radar category to a collector so there would be no premium for that. The only value would be for the date of the note $150 in VF condition. That being said, you can expect to sell it to any one who wants it for what ever they are willing to pay for it.

I see quite a few for sale as "partial radars" where sometimes only 4 or 5 digits are the radar portion. I can't remember this one site I was on, but they had hundreds of them and some of the prices for otherwise common notes were pretty far out. I'll see if I can find the link back to it.
