I am new at coin collecting. What is a good magnifying tool? What power should one get in a jewelers loupe? Also, what brand would you recommend?

A jeweler's loupe is a good recommendation, because of their high optical quality.
You don't need more than 10x for looking at coins. Higher magnification will give you eyestrain.
Skip those sold in coin shops, as they're usually of inferior optics/overpriced.
Here's a good source for a 10X loupe under $10.

my mom got me a magnifying lens 10x from michaels for like 8 dollars

My suggestion is to just go to Walmart or Kmart or almost any place like that. Purchase the cheapest ones for now. Get a variety of powers until you find the one you really like. You can always upgrade the quality, power, cost later. If you go to the average flea market you can usually find a variety of magnifying lenses for a dollar or so. Since your just getting started you really shouldn't run out and spend to much money on anything until you know what you are doing and want to do with coins. Way to many run out and spend a lot of money on a new hobby and then loose interest due to numerous reasons and spending a lot of money as a starter is one of them. And if you have a computer you may find there are more and more microscope types of equipment that connects to your computer and you can use that with many different powers and then store what you see.
The main thing is to purchase many of them at cheap prices until you know what YOU want. We can all give you suggestions but it is you that will use them so it's in your interest to acquire a variety for now.

Two bucks with shipping. I like these style loupes cause you can balance them on your eye and then leave your hands free.

I agree that a 10x is good for general use nothing lower. If you are looking for errors and varieties like I do,then I recommend a 14x which is what I use. I paid around $8.
