Apparently they are, since my search brought up something called a "Reeded security edge." I assume it's an anti counterfeit measure...

Yep, that was a rim used in Hong Kong at the time since it was quite hard for counterfeiters to replicate.

Correct. These "security edges" fool many beginners into thinking they've got "two coins stuck together", but that's how they're supposed to look. You can find such edges on the coins of several countries, most notably Hong Kong and India.
