The center of the 89 appears to be Machine Doubling. But the tail on the last 9 looks interesting. The Bottom of the E on We could be something or nothing. It could be a DDO or a hit on the coin in that area. Try taking images you the WE area rotated 90 degrees rotated. Maybe we can see if it is two lines or a bag mark. That would help. The light coming from different angles might show us what it is?
