It is illegal to allow somebody else to use your food stamps. It is illegal to sell them to others at less than face value. That is a common violation though as in my hometown they were often sold by drug addicts who were on Public assistance or welfare for drug money.

Now they use what looks like an ordinary credit card that can be swiped at the checkout counter in the grocery store to deter misuse.
Last time I saw any food stamps they looked like they came out of a coupon booklet and were removed by pulling on perforated pages.
Some people may have been embarrassed to exchange them in public.
It was a red flag that they were on welfare which some people around here frown on since it is assumed they are perfectly able to be working for a living but are taking advantage of "the system" and free loading on the taxpayers money.
It certainly could be true that some people need them and would rather not stick out as being in a lesser financial situation, so to be politically correct, they come up with the credit or money access card accounts.
It is probably also true that some people are perfectly able to make a living the old fashioned way and work and pay taxes like the more fortunate, but sadly, "the system" is all set up for them to not have to.

We had an influx of people who started coming to our small city in the mid 1980's from the larger cities like Philadelphia Harrisburg, New York and Jersey City and when they got established here more of the family and friends came to do the same.
I drive a School bus and some of the kids families collect welfare both in New Jersey and in PA and get twice as much.
I see a significant group of half the kids part of the month and they are gone to NJ as a dependent, while the other half is in town. They hold two residences, thus getting double benefits.

Our crime and drug traffic in the small city I live in has risen sharply and in proportion as a result of the
influx of urban families.

As far as the coupon books go as collectibles, if I had a booklet, I think it might become collectible at some point when they are totally phased out and considered not negotiable.
I would rather not waste my time or hard earned money on them.

I would surmise they are already becoming collectible. They are a part of our history after all.
