So a few expenses have come my way and I have to dump my current silver collection at a dealer or somewhere. I called a few places and the only place that seemed interested was a coin dealer a town away.

He wasn't super clear and I heard both 12 times face (which I am assuming was the 90%) and 4.50 on the dollar. I am little confused with the phrase "on the dollar". Am I correct in assuming that "a dollar" is 100 percent and anything above it is a bigger percentage i.e. 450%.

If so I am going with this guy because his prices aren't so far off from current fluctuations in silver prices and no-one seems interested in silver around here.

some people might be interested here. depends on how much your selling for. I am not to clear on that either. Maybe you could call him back and ask. 11 bucks and ounce is ridiculous and dealers like that must not want to buy thats why he threw a low price at you. Or which I hope isn't so he was trying to rip you off. I actually saw a guy on craigslist saying he was paying top dollar for 90% and I said so tell me what your paying on 200 face of halves and how much you buying wheats for. he told me I will give you 9X Face for the silver and 2.5 cents for the wheats. I replied told him I was also paying that when I could find it and that it was far from top dollar

Are you sure tis is all junk silver? I'd hate to see you sell any semi-keys at melt...if it was me, I'd take the time and sell them one at a time (if you have the time), otherwise at least go through everything and insure there's no nice dates therre before you sell it.

I am 95% sure its all junk silver. The majority of it about 130 40% halves are all listed in my book as around (below) silver melt values and any of the 90% aren't in like MS states so they are also around silver melt value.
