1991 Mint Proof Set

I am fairly new to coin collecting so this might be a basic question/answer. I am using the 2010 Red Book as a reference. I was wondering why the entire 1991 US Mint Proof Set can be bought (at least on ebay) for around $10.00 ( Red Book valued at $12.00) but the 2010 Red Book places a value of $23.00 on just the 1991 S Penny? It would seem to me that the value of this Penny (found in the 1991 Proof set) would cause the value of the entire prof set to increase?

. I have wondered that about the 1996 w dime. You can buy a set with it in it for less than just the dime. I can't wait for answers.

I'm guessing it's a condition based price. The full sets state "Average Condition"; the individual cent listing says PF65. Still doesn't make much sense because most of pieces in the sets will grade 65 or better but that's all I can figure.
