this ring is some sort of smudge that seems to start at 5:00 around counter clockwise.what,why,and how? thanks!

It looks like a dry ink smear rather than a wet one. Take a fresh crisp note out of your wallet and rub it hard, you will notice that the ink will smear somewhat but the design will be largely intact. This is due to the specific type of ink used on currency. A wet smear, one created at the BEP and considered to be a genuine printing error, is usually quite noticeable and is collectible.

At first glance it appears to be about the same size and shape of Jefferson's portrait.
